Decision 1. The appeal is dismissed. Preliminary Matters 2. At the time of my site visit, I saw that a container was on site in the position indicated in the proposed plans (N2944-25-02). Retrospective as referred to in the application form and the decision notice does not constitute an act of development. I have dealt with the appeal on the basis that planning permission is being sought for the erection of a storage container, which is reflected in my description of development, in accordance with the drawing submitted. Reasons 4. The appeal property is located on Hull Road and is prominently visible from the main approach into Coniston. The immediate locality is characterised by predominantly open frontages, where soft landscaping and modest boundary treatments contribute to an attractive and coherent residential environment. This sense of openness forms an important part of the street’s character. 5. The container is located in the front garden and, despite partial screening by a hedge, remains visible in northward views and is more fully exposed in southward views, with the mural clearly apparent. 6. By virtue of its bulk, height, and appearance, the container represents a visually intrusive feature in this prominent position. Whilst the appellant has made endeavours to screen it, its form and materials bear no relationship to the domestic character of the dwelling or surrounding properties. The screening provided by the privet hedge is more effective when approaching the village; however, the mural painted on the side draws your attention to the installation and further emphasises its discordance.

Despite the hedge and the mural, the structure remains apparent, and no further measures are suggested to mitigate the identified harm. 7. In coming to my conclusion, I have had regard to Code C44 of the East Riding Design Code (ERDC) which states that garages and outbuildings must not sit further forward than the building line of the host building and should relate sympathetically to the area in terms of materials, style and proportion. 8. Although the appellant states that the container is required for temporary domestic storage, this does not overcome the harm arising from its appearance and siting. Front gardens in this setting serve as open, visually unobtrusive spaces; introducing the container fundamentally disrupts this pattern and erodes the prevailing character. The development therefore fails to respect the character and appearance of the area and conflicts with Policy ENV1 of the East Riding Local Plan Strategy Document Update (2025). Other Matters 9. I acknowledge the appellant’s explanation regarding the need for additional storage.

Alternative solutions such as smaller, appropriately designed domestic outbuildings located to the side or rear may offer reduced visual impact, but these are not before me. These personal considerations therefore do not alter my conclusion on the main issue. 10. Concerns about perceived bias by the Parish Council have been considered. However, their views represent only one element of the consultation. My assessment is based solely on the evidence and material planning considerations, and any alleged bias does not affect the outcome. 11. The appellant also highlights a lack of engagement from the Council. Although constructive dialogue is encouraged, this does not influence the planning merits of the proposal, on which my decision is based. 12. The appellant’s concerns about the accuracy of their initial research are noted. However, any misunderstandings made at the application stage do not affect the planning merits of the case, which I have assessed solely on the submitted evidence and relevant material considerations. 13.

Even on a temporary basis, and regardless of whether further extensions might later be sought, the development would continue to result in harm to the character and appearance of the area. Temporary permission would therefore not be appropriate in this case. Conclusion 14. For the reasons given above the appeal should be dismissed.
