Reasons Issue – effect on the character and appearance of the host building and the surrounding area 1. The site comprises a mid-terraced property subdivided into flats. The site is located within a row of similar properties. Some buildings in the surrounding area have been extended and altered to the rear elevations, though roof extensions to other properties within the row don’t appear to project beyond the eaves of these buildings. There are limited street scene views of the rear of the building, however it is visible from the rear elevations of neighbouring buildings. 2. The application is for a balcony with a 1.9-metre-high privacy screen to the sides. The balcony would project beyond the eaves of the roof slope.

I note that the proposal would result in improvements to the appellant’s living conditions. However, this modest benefit does not outweigh the harm identified. 4. The proposal would harm the character and appearance of the host building and the surrounding area and thus conflicts with the policies cited in the decision notice. Conclusion 5. The proposal conflicts with the development plan as a whole and nothing indicates a decision otherwise.
