Decision 1. The appeal is allowed and planning permission is granted for construction of a mansard roof to numbers 1 and 13 The Coppins to both houses at 1 and 13 The Coppins, Harrow Weald, Harrow HA3 6DT in accordance with the terms of the application, Ref P/1083/23 and subject to the following conditions. 1) The development hereby permitted shall begin not later than three years from the date of this decision.

Background and Main Issue 2. The appeal scheme relates to two separate detached residential properties, 1 The Coppins (‘No 1’) and 13 The Coppins (‘No 13’) which are located within a cul-de-sac known as The Coppins. These two properties are broadly opposite each other and are of a similar design. This includes shallower roof forms which are largely screened by a parapet. Other properties within The Coppins incorporate three floors of accommodation with mansard roofs. The second floor accommodation is located under the mansard roof. 3.

Accordingly, the main issue is the effect of the proposal on the living conditions of adjoining neighbours along Uxbridge Road. Reasons Daylight, sunlight and overshadowing 5. In support of the appeal, a ‘Daylight and Sunlight Report’ has been submitted. This considers the effect of the proposed alterations/extensions, with regard to sunlight, daylight received to rooms and the overshadowing of nearby properties. The report has been carried out in accordance with the Building Research Establishment (‘BRE’) Report ‘Site Layout Planning for Daylight and Sunlight – A Guide to Good Practice 2002’. The report includes various assessments. The principal assessment of daylight is based on the calculation of the vertical sky component (‘VSC’) to an affected window in both the existing and proposed condition. In addition, assessments have been taken to measure daylight distribution in rooms, sunlight to windows and to determine the effects of any overshadowing. 6.

1 & 13 The Coppins, Harrow, HA3 6DT — London Borough of Harrow — Appeal Decision Whilst I have noted concerns from other neighbours, the only properties likely to be affected by the proposal are 141 Uxbridge Road (‘No 141’) which is to the north of 1 The Coppins and 143 Uxbridge Road (‘No 143’) and 145 Uxbridge Road (‘No 145’) which are to the north of 13 The Coppins. Therefore, these properties are subject of the submitted ‘Daylight and Sunlight Report’. 7. The Daylight and Sunlight Report, concludes that with the proposal implemented, the neighbouring properties would meet nearly all the relevant BRE criteria in respect of VSC, daylight distribution, sunlight to windows and assessments for overshadowing. Outlook 8. To facilitate the additional floor, the proposal would result in an increase in the overall height along the north flank elevation of No 1. This would be visible from the rear windows and garden of No 141. Even so, the proposed extension would maintain the established separation between these two properties. Moreover, No 1 is on a lower ground level relative to No 141. This arrangement would absorb the scale of the proposed extension in views from No 141.

1 & 13 The Coppins, Harrow, HA3 6DT — London Borough of Harrow — Appeal Decision Therefore, the extent of the proposed extension, when viewed from No 141, would not be unacceptably dominant or oppressive, over and above the extent of the existing northerly flank elevation of No 1. 9. Similarly, the extended northerly flank elevation of No 13 would face the rear of No 145 and to a lesser extent the rear of No 143. Nonetheless, for the same reasons as above, the extent of the proposed extension, when viewed from numbers 143 and 145, would not be unacceptably dominant or oppressive, over and above the extent of the existing northerly flank elevation of No 13. 10. For the above reasons, the proposal would not unacceptably harm the living conditions of neighbours. Accordingly, I find no conflict with Policy DM1 of the Harrow Development Management Policies Local Plan (2013) which seeks to ensure that proposals that would be detrimental to the privacy and amenity of neighbouring occupiers, or that would fail to achieve satisfactory privacy and amenity for future occupiers of the development, will be resisted. Other Matters 11. The design and appearance of the host properties, as extended, would reflect other properties along The Coppins and therefore would be acceptable. Whilst I have noted third party concerns, there is no substantive evidence that the proposal would have an unacceptable effect on local parking stress. Conditions 12. In addition to the standard timescale for implementation condition, I have specified a condition requiring that the development is undertaken in accordance with the approved plans in the interests of certainty. To safeguard the appearance of the appeal properties and the area, it is necessary to specify a condition requiring that the external materials including windows match the existing. Conclusion 13. For the above reasons, I conclude that the appeal should be allowed.
