Decision 1. The appeal is allowed and planning permission is granted for erection of detached carport and external alterations to porch on rear elevation at Dunton Manor House, Hoggeston Road, Dunton, Buckinghamshire MK18 3LW in accordance with the terms of the application, Ref 22/00346/APP, dated 1 February 2022 subject to the following conditions: 1) The development hereby permitted shall begin not later than 3 years from the date of this decision.

Dunton Manor House, Dunton, BUCKINGHAM, MK18 3LW — Buckinghamshire Council - Aylesbury Area * — Appeal Decision 2) The development hereby permitted shall be carried out in accordance with the following drawings (received by the local planning authority on 2 February 2022): 2330/01 Site Location Plan, 2330/06A Proposed Site Plan, 2330/07A Proposed Ground Floor Plan, 2330/09A Proposed North and East Elevations, 2330/10A Proposed South and West Elevations & 17768 3 Bay Garage with Catslide. 3) The external materials to be used in the development hereby approved shall be as specified on the submitted application received by the local planning authority on 2 February 2022 Preliminary Matters 2. The evidence refers to an application for listed building consent for the same scheme. However, I confirm that the appeal before me concerns only the application for planning permission. Dunton Manor House, Dunton, BUCKINGHAM, MK18 3LW — Buckinghamshire Council - Aylesbury Area * — Appeal Decision Appeal Decision APP/J0405/W/22/3303200 Church of St Martin (St Martin’s Church) and within Quainton-Wing Hills Area of Attractive Landscape (AAL). Reasons 4. The Planning (Listed Buildings & Conservation Areas) Act 1990 (the Act), requires special regard to be given to the desirability of preserving a listed building or its setting and any features of special architectural or historic interest it possesses. Furthermore, paragraph 199 of the National Planning Policy Framework (the Framework) states that when considering the impact of new development on the significance of a designated heritage asset, great weight should be given to the asset’s conservation. The significance of Dunton Manor and St Martin’s Church 5. Dunton Manor is a grade II late C16 u-plan house. It is timber framed, partly re-cased in brick with a tiled roof. It sits in large grounds and has a variety of traditional architectural features including moulded brick eaves, narrow buttresses, chimney stacks and windows of a variety of ages.

Dunton Manor House, Dunton, BUCKINGHAM, MK18 3LW — Buckinghamshire Council - Aylesbury Area * — Appeal Decision Insofar as is relevant to this appeal the significance of the grade II listed building derives from its high quality traditional architectural detailing and its positioning in extensive grounds next to a church on the edge of a small rural village. 6. The grade II* listed St Martin’s Church is of medieval origin. It is C12 with periodic alterations and of stone block construction. Although altered over time it has a rich variety of intact medieval/post medieval fabric and decorative architectural features. Insofar as is relevant to this appeal the significance of St Martin’s Church is founded on its medieval origin, intact medieval fabric, noticeable alterations over time, its historical role as a local place of worship and its associated positioning in relation to the settlement. Effect on the AAL and the significance of Dunton Manor and St Martin’s Church 7. The external alterations to the porch would alter a modern element of Dunton Manor, the proposals would be modest and traditional in character. This part of the proposal would not result in any loss or damage to historic fabric associated with the listed building and would have no impact on the setting of St Martin’s Church.

The proposed carport would be oak framed with a plain clay tiled roof. It would have traditional black stained timber weatherboarded sides set on a low brick plinth giving it a traditional character. It would have a relatively small footprint, would be single storey and located some distance away from Dunton Manor next to a large parking area. Whilst it would be noticeable upon entering the appeal property grounds it would be softened by existing mature hedging and trees nearby. Thus, the carport would appear as a traditional modest domestic structure within the extensive grounds of the grade II listed building. It would not therefore harm the setting or significance of Dunton Manor. 9. The proposed carport would be separated from St Martin’s Church by a belt of mature trees. Whilst there would be glimpsed views of it from the churchyard it would appear as a modest traditional outbuilding associated with Dunton Manor. Furthermore, tucked into a corner, next to hedging with a modest footprint and low height there would be no significant loss of openness. https://www.gov.uk/planning-inspectorate 2

For the same reasons the proposal would not be excessive or inappropriately sized. It would not be prominent and would be softened by mature trees and hedging. Thus, I find no harm to the AAL or the character or appearance of the area generally. 11. I therefore conclude, the proposed development would therefore accord with the development plan, particularly Policies NE4, BE1 and BE2 of the Vale of Aylesbury Local Plan 2013-2033 (2021) which amongst other things seek to ensure good design and that new development does not cause harm to designated heritage assets. It follows that there would also be no conflict with the design aims of section 15 of the Framework or section C1 of the National Design Guide. Conditions 12. The conditions imposed are those which have been suggested by the Council. In addition to the standard timescale condition, I have imposed a condition specifying the relevant drawings as this provides certainty.

Conclusion 1. For the reasons given above and taking into account all other matters raised, I conclude that the appeal should be allowed.
