76A Richmond Park Road , East Sheen, London, SW14 8LA — Richmond Upon Thames London Borough Council — 76A Richmond Park Road, East Sheen, London, SW14 8LA • The appeal is made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant consent, agreement or approval to details required by a condition of a planning permission. • The appeal is made by Mr Ian Philips (Barnes Home Guard Association) against the decision of the London Borough of Richmond Upon Thames. • The application Ref 18/2353/DD06, dated 1 June 2021, sought approval of details pursuant to condition No 7 of a planning permission Ref 18/2353/FUL, granted on 25 April 2019. • The application for approval of details was refused by notice dated 28 July 2021. • Condition 7 states that: Staff and customer/visitor travel surveys shall be undertaken in accordance with a survey methodology to be submitted to and approved by the Local Planning Authority prior to it being carried out. Within 6 months of the use commencing, a new travel plan based on the results of the survey shall be submitted with clear objectives, targets, actions and timeframes to manage the transport needs of staff and customer / visitors to the development, to minimise car usage and to achieve a shift to alternative transport modes.
