71 Farm Fields, SOUTH CROYDON, CR2 0HR — London Borough of Croydon — Appeal Decision Site Visit made on 11 August 2021 by S Dean MA MRTPI an Inspector appointed by the Secretary of State Decision date: 24 August 2021 Appeal Ref: APP/L5240/W/21/3268452 71 Farm Fields, South Croydon, CR2 0HR • The appeal is made under section 78 of the Town and Country Planning Act 1990 against a failure to give notice within the prescribed period of a decision on an application for planning permission • The appeal is made by Mrs Jacqueline Coleman against London Borough of Croydon. • The application Ref 20/05644/HSE, is dated 30 October 2020. • The development proposed is a “loft extension with front Dorma window”. Decision 1. The appeal is allowed, and planning permission is granted for a “loft extension with front Dorma window” at 71 Farm Fields, South Croydon, CR2 0HR in accordance with the terms of the application, Ref 20/05644, dated 30 October 2020, subject to the following conditions: 1) The development hereby permitted shall begin not later than 3 years from the date of this decision.

71 Farm Fields, SOUTH CROYDON, CR2 0HR — London Borough of Croydon — Appeal Decision 2) The development hereby permitted shall be carried out in accordance with the following approved plans: Proposed Site Plan 0371/6 12.09.2020, Proposed Ground and Loft Plan 0371/7 12.09.2020, Proposed Roof Plan 0371/8 12.09.2020, Proposed Elevation 0371/9 12.09.2020, Proposed Section 0371/10 12.09.2020. 3) That the materials to be used in the construction of the external surfaces of the development hereby permitted shall match those used in the existing building. 4) Any upper-floor window or rooflight located in a wall or roof slope forming a side elevation of the dwellinghouse hereby approved on plan 0371/9 shall be obscurely glazed, and non-opening unless the parts of the window which can be opened are more than 1.7 metres above the floor taken from a point immediately below the centre of the window upwards to the opening part of the window. Such measures shall be provided and completed prior to the first occupation of the development and retained for the lifetime of the development. Preliminary Matters 2. The appeal relates to a planning application that was not determined by the Council within the prescribed period.

The main issue is the effect of the proposed front dormer on the character and appearance of the area. Reasons 4. The appeal site is one of three bungalows in large plots, well set-back from the road, all of differing form, layout, character and appearance, within a street of otherwise two-storey houses also featuring a variety of roof forms, materials, projections, alterations and additions. In light of this mixed and variously altered character, I agree with the reasoning of the Council that the proposal is sympathetic to and compatible with the character and appearance of the host dwelling and the surrounding area. 5. The proposal would therefore comply with Policies SP4.1 and DM10 of the Croydon Local Plan 2018 and Policy D1 of the London Plan 2021, which seek amongst other things, to ensure that development is high quality and respects the established character and appearance of the host and its surrounding area. Conditions 6.

71 Farm Fields, SOUTH CROYDON, CR2 0HR — London Borough of Croydon — Appeal Decision Having had regard to the suggestions of the Council and the requirements of the National Planning Policy Framework and the Planning Practice Guidance I have imposed standard conditions concerning commencement (1), compliance with the submitted plans (2), and the use of matching materials (3) in order to ensure the satisfactory appearance of the completed development. I have also imposed condition (4), requested by the Council, requiring the use of obscure glazing in a specific window in order to protect the amenity of the occupiers of neighbouring properties. I am satisfied that these conditions meet the tests in and requirements of both the Framework and the Planning Practice Guidance. Conclusion 7. For the reasons given above I conclude that the proposal accords with the development plan and there are no material considerations which indicate that a decision be taken other than in accordance with it. The appeal should therefore be allowed, and planning permission be granted.
